Victor Paz Estenssoro was born in Tarija, Bolivia, on October 2, 1907. He studied law at the University of San Francisco Xavier in Sucre, and later earned a doctorate in law from the University of Paris. After returning to Bolivia, he entered politics and was elected to the Chamber of Deputies in 1936.

In 1943, Paz Estenssoro co-founded the Revolutionary Nationalist Movement (MNR),a left-wing political party. The MNR quickly gained popularity, and in 1952, Paz Estenssoro was elected president of Bolivia. His first term in office was marked by a number of important reforms, including the nationalization of the tin mines and the of universal suffrage.

Paz Estenssoro was overthrown in a military coup in 1956, but he returned to power in 1960. His second term in office was even more turbulent than his first. He faced opposition from both the left and the right, and he was forced to resign in 1964.

Paz Estenssoro returned to Bolivia in 1971 and was elected president for a third time in 1978. His third term in office was marked by economic growth and political stability. He retired from politics in 1985 and died in La Paz on June 7, 2001.
